The Industrial Conservation Initiative (ICI) is a form of demand response that allows participating customers to manage their global adjustment (GA) costs by reducing demand during peak periods. Customers who participate in the ICI, referred to as Class A, pay GA based on their percentage contribution to the top five peak Ontario demand hours (i.e., peak demand factor) over a 12-month base period.

To participate in this program, your average monthly peak demand must be greater than 500kW. “Peak periods” are the days that consumers use the most electricity. There are many factors that play a role in firmly announcing a day as a “Peak Day”. What is GA?

Ontario electricity costs are made up of two main components: the market electricity price and the Global Adjustment (GA).
As part of the IESO’s Market Renewal Program (MRP), the former Hourly Ontario Energy Price (HOEP)terminology has been replaced by updated market pricing structures, including the:
  • Ontario Electricity Market Price (OEMP) — the real-time market price of electricity
  • Day-Ahead Ontario Zonal Price (DAOZP) — the day-ahead forecasted zonal electricity price used within Ontario’s renewed electricity market
These market prices are administered by the Independent Electricity System Operator (IESO) and form part of the electricity commodity cost for large consumers and Local Distribution Companies (LDCs).
The second and often larger portion of electricity costs is the Global Adjustment (GA). GA covers the costs associated with:
  • Ontario’s electricity generation contracts
  • Grid reliability and infrastructure investments
  • Conservation and demand management programs
  • Capacity and system support initiatives
For many industrial facilities in Ontario, GA represents a significant portion of the total electricity bill. Class A customers can reduce these costs by lowering demand during the province’s peak demand hours, commonly known as the 5 Coincident Peaks (5CP).
